FEMA

The Federal Emergency Management Agency Administrator will travel Thursday to Alabama at the direction of President Obama after an emergency was declared in the wake of devastating storms.
Tornadoes and severe storms on Wednesday ripped through the South, leaving 131 confirmed deaths in Alabama and more than 230 casualties across six states.
Obama declared an emergency in hardest-hit Alabama and authorized FEMA to “identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.”
On Thursday, FEMA Administrator Craig Fugate will travel with Alabama Gov. Robert Bentley (R) and other state and local officials to assess damage and ensure the state receives needed support for recovery operations, according to a statement.
The White House spoke out Wednesday, extending their “deepest condolences to the families of those who lost their lives” in one of the most devastating tornado outbreaks in U.S. history.
Lawmakers also reacted to the devastation. Sen. John Cornyn (R-Texas) offered his “thoughts and prayers for those killed, injured, or who suffered loss from tornadoes and storms,” via Twitter.
House Minority Leader Nancy Pelosi (D-Calif.) also offered thoughts and prayers to those affected in Alabama, Mississippi, Tennessee, Georgia and Virginia.
"The scenes of destruction and devastation touch the hearts of every American, and demand clear, united, and compassionate action from our nation's leaders,” she wrote in a statement released Thursday.
“All Members of Congress stand ready to support the impacted states as they assess the damage, begin to clean up cities and towns in the storms' path, recover, and rebuild homes and businesses across the region,” Pelosi added.

In the wake of President Obama's news conference in conjunction with the release of his birth certificate Thursday, most commentators took the opportunity to blast Donald Trump, the quasi-presidential candidate and "Celebrity Apprentice" star who's taken up the mantle of birtherism. But MSNBC host Lawrence O'Donnell took a different tack.
On his show "The Last Word," O'Donnell blasted Trump's employers -- and his own corporate cousins -- at NBC. "NBC has created a monster, and it is called Donald Trump," he began.
Like many others, O'Donnell is convinced that Trump's flirtation with a presidential run is nothing but a shameless grab for publicity. "Trump needs media attention the way the rest of us need air to breathe. He will obviously say and do anything to get media attention."
Once Trump announces he's not running -- which O'Donnell accepts as a given -- "He will be forced to retake his place at the bottom of the celebrity pile with Snooki and the Situation."
In his own Wednesday morning news conference in New Hampshire, Trump said he could not announce his candidacy until "Celebrity Apprentice" winds down May 22. O'Donnell debunked this claim as well, arguing that Trump was not subject to equal-time claims because he hosts an entertainment show, and because simply announcing a candidacy is not the same thing as becoming a legally qualified one.
His conclusion? "Trump is now hiding behind NBC when asked the single most important question in front of him ... and NBC is allowing him to hide behind NBC."
O'Donnell urged his peers in the media to call NBC and ask what the network's plans were for next season with regards to Trump, whom he also called the "most deranged egomaniac" in the network's history. "Those NBC executives should not be allowed to survive another day of involuntary entanglement in the Trump hatred campaign without being asked everything they know about Donald Trump's professional commitments and performance obligations to NBC," he said.
The network announces its fall line-up on May 16, but O'Donnell says the time is now for NBC to distance itself. "NBC has created a monster who is using his NBC fame to spew hatred reeking with racist overtones and undertones about the president of the United States. NBC can no longer stand idly by, not for one more day."

Barack Obama

Wednesday, April 27, 2011 0 comments

The White House has released Barack Obama's full birth certificate in an effort to finally put to rest what Obama called "carnival barkers" making the matter a distraction from the serious issues facing the US.
In a televised statement, Obama said he had been "puzzled" at how questions over his place of birth had persisted since his election in 2008, declaring: "We do not have time for this kind of silliness."
"We're not going to be able to solve our problems if we get distracted by sideshows and carnival barkers," Obama said.
Donald Trump, the real estate dealer and television personality reportedly weighing a run for the Republican presidential nomination, immediately took credit for Obama's announcement.
"Today I'm very proud of myself because I've accomplished something that nobody else was able to accomplish," Trump told journalists at an airport in New Hampshire, after repeatedly raising the subject in recent interviews.
Trump has claimed to have investigators in Hawaii researching Obama's birth, although he has not given any details and a CNN investigation failed to find evidence of anyone working on Trump's behalf.
Hawaii's registrar certified the new photocopy of the document provided to the White House on Monday. It states that Barack Hussein Obama II was born at 7.24pm on 4 August 1961 at the Kapiolani Maternity and Gynecological Hospital in Honolulu city.
The certificate is signed by the delivery doctor, Obama's mother and the district registrar. His mother, then 18, signed her name (Stanley) Ann Dunham Obama.
The birth certificate records the president's father as Barack Hussein Obama, age 25, born in Kenya, and lists his occupation as student and "race of father" as African.
Obama's mother is recorded as "Caucasian" under race, and as born in Wichita, Kansas.
The White House also released a letter from the president requesting two certified copies of his original certificate of live birth. Also released was a letter from Loretta Fuddy, Hawaii's director of health, approving the request.
In a further statement, the White House said Obama had requested Hawaii's state department of health to make an exception to allow the legal release of the certificate, and that it granted an exemption in part "because of the tremendous volume of requests they had been getting".
The decision to release the so-called long form certificate may end the convoluted conspiracy theories advanced by a small group who believed Obama was secretly born outside the United States – most likely in Kenya, his father's home country – and smuggled back into the country.
In an effort to quell the rumours the Obama campaign released a copy of his short-form birth certificate before the 2008 presidential election. But the rumours persisted, and a recent Gallup poll published by USA Today found that nearly one in four Americans think Obama was probably or definitely born in another country, while 20% said they didn't know. Only 38% of Americans polled said Obama was definitely born in the US.

The community around Illinois State University is stepping up to help two dozen students after their fraternity house was damaged in a fire.

Two Normal restaurants are holding fundraisers for the Delta Sigma Phi fraternity after last week's blaze.

All the men who lived in the two-story building got out safely. They're now living in an on-campus residence hall but hope to move back into the house.

One restaurant, D.P. Dough, has collected nearly $400. Owner Ryan Fiala calls the effort a "good way to help out the ISU community."

Windy City Wieners is donating 10 percent of its Tuesday sales to the fraternity.

Donald Trump came to a defense contracting firm condemning in the sharpest possible words President Obama’s fiscal policies and the country’s economic competitiveness with China.
“China is raping this country,” Trump told employees at Wilcox Industries, a company that manufactures tactical equipment for U.S. military forces.
As a potential presidential candidate Trump has been critical of the Obama administration’s approach to the Asian economic powerhouse. At a news conference at the airport just after landing his helicopter in New Hampshire, Trump said China is taking over the world because its leaders are smarter.
Trump also vowed that, if elected, he would “put the country back to work.”
“I’m a worker,” Trump told a crowd of about 100 in Newington.
“When this country became great was the industrial revolution,” he said.  “We are now the opposite of the industrial revolution, and pretty soon we are going to fall off a cliff.”
Trump’s stop here was his third since arriving in New Hampshire Wednesday morning. He held a press conference after his helicopter touched down at the Portsmouth airport and briefly spoke with residents at a nearby diner.
“Oh by the way, I don’t know if you heard? Did you hear?” he asked the Wilcox Industries employees, referring to the news that the White House released a copy of President Obama’s birth certificate this morning just as Trump was arriving in New Hampshire.
“I am so proud of myself,” he added. “I got this guy to release his birth certificate. I’m really, really happy.”
This afternoon Trump is heading to a New Hampshire Republican Party fundraising luncheon in downtown Portsmouth. He also plans to tour several local businesses before meeting with activists in Dover.

Donald Trump is "proud" of himself for, as he puts it, "getting the president to release his birth certificate." In the minutes before Trump landed in Portsmouth, NH, to begin a day of stumping, the White House released President Obama's long-form birth certificate, and Trump told the press he heard about it while flying to the airfield.
"Today I'm very proud of myself, because I've accomplished something that no one else has been able to accomplish," Trump said, adding, "Our president has finally released a birth certificate."
However, he said he would have to check out the certificate himself and wondered why the president didn't do this "a long time ago."
With his Trump-emblazoned helicopter behind him, he began to answer questions about the birth certificate issue and whether he would run or not. Trump reiterated that he wouldn't announce until NBC's Celebrity Apprentice is over, but that the public would be "surprised" by his decision. "I think if I do run I'll do very well. Look, I'm already leading the polls and I'm not running." He continued, "I think I'd beat Obama."
Trump and the press moved away from the "birther" issue, allowing him the chance to disagree with the President on how he's handling rising gas prices in the country saying Obama "should be focused on OPEC and getting those prices down." As well as Libya where Trump said he would've handled that situation differently, "The rebels, I hear, are controlled by Iran and Al Qaeda...You could end up with worse than Khaddafy perhaps."
After the press conference, Trump heads to the Roundabout Diner to meet and greet with local diners.

Saying he has long been “bemused” and “puzzled” over the fascination the controversy surrounding his birth certificate, President Obama said he released the long-form version of his birth certificate in order to help get the nation's attention back on the “enormous challenges” facing the country.
Obama noted that during a recent str
etch where he and Republicans were laying out their budget visions for the future, the primary news story has been about the so-called “birther” controversy.
“We've got some enormous challenges out there,” Obama said. He said he was “confident” about the ability to meet those challenges but added, “we're not going to be able to do it if we are distracted.”

The White House released President Barack Obama's Hawaii long-form birth certificate Wednesday in an attempt to silence the so-called "birthers" who say he is foreign-born.
"Yes, I was born in Hawaii," Obama said at a White House briefing, confirming that he was, in fact, born in the United States and is therefore constitutionally able to hold the highest office in that country.
The U.S. constitution requires that presidents be "natural-born" Americans.
For years, Obama has been dogged by unfounded rumours — fanned by such potential Republican presidential candidates as Donald Trump — that he may have been born in Kenya.
Obama said Americans were being "distracted by sideshows and carnival barkers."
"We do not have time for this kind of silliness."
In New Hampshire, Trump said he was "proud" to have played a role in getting Obama to release the document. But he was clearly still not willing to give the president the benefit of the doubt.
"We have to look at it. We have to see, is it real, is it proper?" he asked. "What's on it? I hope it checks out beautifully."
Rumours of Obama's foreign birth have persisted despite Obama's earlier release of his standard short-form birth certificate. This week, he requested his original birth certificate from Hawaiian officials.
Polls have suggested that a significant minority of Americans — especially Republican party supporters — doubt that Obama was born in the U.S.

Bradley Manning

Bradley Manning
Barack Obama received an unusual protest in an unlikely location, when a group of supporters of Bradley Manning – the soldiers suspected of leaking classified documents to WikiLeaks – interrupted a $5,000-a-head fund raising event with a song protesting Manning's treatment.
Obama was speaking to donors at a private event in San Francisco on Thursday morning when a group of 21 led by Naomi Pitcairn – a member of the satirical action Fresh Juice Party – started singing a song about Manning's plight, and asking Obama: "We paid our dues, where's our change?"
"That was a very nice song," Obama is heard replying when the singing ends. "Thank you. we worked hard on it," one of the protesters responds. "You have much better voices than I have," says Obama, "Thank you very much guys."
"Thank you for listening, we love you," says another protester politely. "I appreciate that," says Obama. "Now, where was I?"
Around 200 Democratic donors were at the breakfast held at the St Regis Hotel in San Francisco. The other attendees appear to have listened politely – this being San Francisco, the liberal stronghold of America, they may have even sympathised – while the protesters held up small "Free Bradley Manning" signs.

The Bay Citizen news site reported:
Pitcairn paid for $76,000 of the $105,000 activists spent on tickets to the fundraiser. After several minutes of song, the Secret Service escorted her from the event, questioned and then released her. Jeff Patterson, project director of Courage to Resist, an activist group that took part in the protest, said that Pitcairn "describes herself as a trust-fund brat/artist."
After Obama had finished speaking, Logan Price, a member of the Bradley Manning Support Network, engaged the president for several minutes in debate over Manning's charges and the effect of WikiLeaks. "I can't conduct diplomacy on open source, that's not how the world works,"Obama can be heard telling Price on video.
Here are the lyrics:
Dear Mr President we honour you today,
Each of us brought you $5,000
It takes a lot of Benjamins* to run a campaign
I paid my dues, where's our change?
We'll vote for you in 2012, yes that's true,
Look at the Republicans - what else can we do?
Even though we don't know if we'll retain our liberties,
In what you seem content to call a free society.
Yes it's true that Terry Jones is legally free,
To burn a people's holy book in shameful effigy.
But at another location in this country,
Alone in a six by 12 cell sits Bradley.
Twenty-three hours a day and night,
The fifth and eighth amendments say,
This kind of thing ain't right.
We paid our dues, where's our change?
*For non-US readers: a Benjamin is slang for a US $100 note, which bears a portrait of Benjamin Franklin.

Raleigh NC
Tornados and storms hit Raleigh, North Carolina today in yet another disaster facing our country. There were two days of horrendous storms and tornados that killed 22 people and left hundreds if not thousands more displaced. Power and telephone lines are out for these people as well, leaving only one way for them to communicate with the outside world and for the outside world to communicate with Raleigh: technology.
In the old days, when power and phone lines went out, there was no way to communicate with anyone who wasn’t in your immediate vicinity. You didn’t know if anybody else even knew what was going on in your neck of the woods. You could be isolated in a bubble with no way of knowing if anyone was coming to burst it and save your life and well-being. But now, thanks to the Internet, Smartphones and technology in general, those days are long behind us.
Technology and the Internet are the only way these people without any other amenities will be able to talk to us for the time being. This is similar to what happened in Japan when guests speaking to news reporters from Japan had to communicate via Skype. Without that, there very well may have been no way of talking to them outside of Twitter and Facebook statuses.
But thanks to amenities like 3G on Smartphones and laptops, there is a way for these people to speak out and have their voices heard even within the throes of a natural disaster. This happened in New Orleans too after Hurricane Katrina, when these kinds of technologies, while available, weren’t nearly as ubiquitous. Rants were posted on YouTube, which were then reenacted on HBO’s Treme, for the world to see. You, from the outside world could see what was going on in disaster laden territories.
There are statuses on Twitter from the government of Raleigh, people from Raleigh and those who were displaced by the natural disasters.
There is also the potential to send text messages, as Rutgers did last night for the shootings on College and Easton Aves during the blood soaked Rutgersfest 2011, and give warnings that are pushed to the consumer and reader about how to prepare for these disasters like hurricanes and tornadoes.
While we may never be able to completely halt natural disasters or even prepare for them adequately, technology is helping us see what it’s like for the people inside so hopefully we’ll be able to have some kind of perspective and focus at least a little more of our time and energy on preparing for these disasters and helping their victims if we can’t.

Statue Of Liberty

Statue Of Liberty
Talk about screw ups. The Statue of Liberty pictured on a new U.S. stamp is not the neoclassical icon on Liberty Island in New York Harbor but the replica at the New York New York Casino and Resort in Las Vegas, Nevada.
While the popular magazine Linn's Stamp News caught the error, the suits at the Postal Service seem very nonchalant about the situation. "We still love the stamp design and would have selected this photograph anyway," said United State Postal Service spokesman Roy Betts. So how was the image even chosen? The USPS picked the image from a photo service.

The big difference between the lovely lady in the harbor and her Sin City counterpart is namely size. The Vegas replica stands at only half of the original's 151 feet. What's more, the New York New York Lady Liberty has different hair and better-defined eyes.
A spokesman for MGM Resorts (who owns New York New York) tells Time that they are "honored" by the stamp.

FBI
The FBI was so overwhelmed with sightings of flying saucers in the 1940s that agents routinely destroyed reports because of lack of filing space, according to documents released by the organisation.
The policy is outlined in a memo sent on 16 August 1949 to J Edgar Hoover, the director of the bureau, along with documents on UFOscompiled by agents after statements from witnesses.
The note, sent by an unnamed FBI agent in San Antonio, Texas, states that the office destroyed UFO reports on the grounds that they arrived "in great numbers" and contained "nothing of FBI interest".
"It is pointed out that the filing of these would result in the rapid accumulation of very bulky files," the memo continues.
The documents are among a batch of papers related to UFO sightings that has been made available through The Vault, the FBI's online records database.
In one intriguing note, sent on 22 March 1950, special agent Guy Hottel, head of the FBI's Washington field office, wrote to Hoover with information on three "so-called flying saucers" that a witness claimed had crash-landed in New Mexico.
According to the memo, an air force investigator stated that three flying saucers had been recovered in the area, along with the bodies of the alien crews. The memo goes on to add: "Each one was occupied by three bodies of human shape but only three feet tall, dressed in metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed flyers and test pilots."According to the witness, the saucers were brought down by a "high-powered government radar" in the area that interfered with the spaceships' controls. "No further evaluation was attempted," the memo concludes.
In 1947, an object that may have been a weather balloon crash-landed near Roswell, New Mexico, sparking an ongoing conspiracy that US officials captured an alien spacecraft.
In a separate incident, Hoover received an urgent teletype message from FBI agents in Salt Lake City, Utah, describing what appeared to be an explosion in the sky that was followed by "the falling of a silver-coloured object."
The sighting, recorded on 5 April 1949 by a guard at the army general supply depot in Ogden, Utah, was reported independently by a military officer and also a highway patrolman, who claimed to see a silver object explodeas it approached mountains at Sardine Canyon.
Later in the message, an assessment by the US air force office of special investigations linked the sightings to two B-29s that were practising extremely high-altitude bombing runs in the Utah desert.

Harry Reid

Harry Reid
House Speaker John Boehner, who makes $223,500 per year, has become the latest member of Congress to promise to give up his pay during a government shutdown, which will begin at midnight if lawmakers do not work out a compromise.

"In the event of a lapse in appropriations for fiscal year 2011 causing a government shutdown, I will return any and all compensation that I would otherwise be entitled during such a lapse in appropriations," he said in a letter to House colleagues. The Ohio Republican also instructed his colleagues on how they too could go about returning their compensation to the U.S. Treasury.

On Thursday, Sen. Joe Manchin circulated a letter calling on his colleagues to give up their salaries during a shutdown. The West Virginia Democrat asked that senators, who make $174,000 per year, either donate their salaries to charity or return them to the Treasury. Senate Majority Leader Harry Reid, who makes $193,400 per year because of his leadership position, is among the 25 senators to sign onto the pledge, according to Manchin's office.

The Democrat-led Senate passed a bill on March 1 mandating that members of Congress not be paid during a government shutdown, but the GOP-led House did not take it up.

U.S. troops would see their pay temporarily halted during a shutdown, and nearly one million federal workers would be furloughed.
Military pay hangs in the balance in government shutdown negotiations .
Among those who have vowed to give up their pay on the House side are Tea Party Caucus founder Rep. Michele Bachmann, who has cosponsored a bill mandating that members of the military get paid on time during a shutdown.
"Unfortunately, current law prevents our military men and women from receiving their paycheck on time if government services are interrupted," she said. "Because of this discrepancy between the pay of our troops and Members of Congress, I will personally be donating my pay to a non-profit organization serving our military families."

House Republicans passed a bill yesterday that would have funded the Department of Defense for the rest of the fiscal year. But it was tied to a short-term budget bill containing $12 billion in spending cuts that Democrats had not agreed to, as well as a policy provision that would prohibit federal or local funding paying for abortions in Washington D.C. President Obama vowed to veto it if it came across his desk.

Tea Party-linked GOP Rep. Allen West criticized his party Thursday evening for playing politics with troop funding, stating that he is "disgusted at the perception that Leaders in my own Party...are now using the men and women in uniform" to pass a short-term budget bill.

In a Tweet, former Alaska governor Sarah Palin said it was the Democrats who are playing politics with the troops.

"Appalling Commander in Chief action: Announce veto of troop funding in time of war," she wrote. "Troops sacrificing life & limb & he plays politics at their expense. UNBELIVEABLE. Memo to the President: Insurgents won't stop & wait for govt shutdown to end before resuming actions."

The U.S. Senate rejected a measure that would bar the U.S. Environmental Protection Agency from regulating greenhouse gas emissions under the Clean Air Act.
Senate Minority Leader Mitch McConnell (R-Kentucky) attached a measure to a small business bill that would have stripped the EPA of its authority to regulate emissions. The measure needed 60 votes to pass, but only received 50.
In the lower chamber, the U.S. House of Representatives appears poised to pass a similar bill today restricting the EPA-led climate regulations and essentially overturning a 2007 Supreme Court decision that affirmed the EPA's authority to regulate emissions. The If passed, the House bill, the Energy Tax Prevention Act of 2011, would also prevent California's ability to set tougher tailpipe emissions rules than the rest of the nation.
President Barack Obama has suggested he would veto a bill preventing EPA from regulating greenhouse gas emissions.

Government Shutdown 2011

Government Shutdown 2011
3pm: Nine hours to go. Will there be a deal?
2.55pm: The New York Times's The Caucus blog has details on the war of words between Harry Reid and the Republicans about a budget deal that may or may not have been reached last night, and which Reid says the Republicans have now reneged upon:
Senator Harry Reid of Nevada, the majority leader, said he received an email at 4am Friday morning indicating that Republicans were backing away from a deal they had reached the night before on how much money to cut from the budget.
Mr. Reid said that he and Speaker John Boehner had reached a deal on the spending part of the dispute during the White House negotiating session Thursday night. But he said Republicans later said the deal was off.
"Last night, it was agreed upon," Mr Reid told reporters as he stood in front of a tableau of all of his Democratic colleagues in the Senate.
A spokesman for Mr. Boehner disputed Mr Reid's comments, saying that the parties never settled on a funding level that both sides could agree on.
2.49pm: As the federal government nears a shutdown, government departments are releasing estimates of how many employees could be "furloughed" – the polite term for suspension – and how many will be deemed "essentially".
The National Journal has a round-up here.
2.42pm: The Washington Post has a Q&A on the effect of a government shutdown, including this bad news:
Do I still need to do my taxes if the government shuts down?
Quick answer: Yes. You need to finish your taxes on time (postmarked April 18) in order to not incur a penalty for filing late. However, officials familiar with plans warned privately that the IRS would cease processing refunds for paper-submitted tax returns.
That doesn't seem fair, somehow.
2.30pm: What effect will a US government shutdown have on the US's global status? Council on Foreign Relations fellow Sebastian Mallaby tells CNN how a shutdown could affect American foreign policy:
I think there are two channels to think about. The first is a reputational one, where allies around the world look at theUnited States and say, "Gee their political system is so dysfunctional they can't even keep their government open, so what kind of a reliable ally can they be?"
I don't want to overstate that because obviously in a government essential personnel including the armed forces are not going to be furloughed and any potential shutdown is probably not going to last very long, but I think there is some additional cost to American reputation – its reliability and competence.
2.15pm: Senate majority leader Harry Reid is saying that he is trying to work something out in the Senate with Republicans about a possible short-term funding bill – a continuing appropriations request.
But his major point is that the Republican leadership did a deal last night, agreeing to $78bn in cuts, but have now walked back on that deal. He explains that "John Boehner has a problem with his caucus" – implying that Boehner couldn't bring House Republicans with him.
He may look like a bank manager but Harry Reid has a useful ability to insert a stiletto.
2.08pm: Harry Reid, the Senate majority leader, is speaking at the Democratic press conference – and accuses the Republicans of wanting to shut down the federal government over women's access to healthcare.
"If that sounds ridiculous, that's because it is," says Reid, who lists the dangers of a shutdown: a drop in US GDP, harm to American intelligence gathering, obligations to allies around the world.
Reid mentions that the Smithsonian, "one of the world's greatest museums," will have to shut down at midnight. "And all because of women's access to healthcare."
2pm: The Senate Democrats are holding a live, mass press conference to talk about the budget battle. All the Democratic senators are on stage and they all look very happy – but that's because they are on TV, which always makes senators very happy.
For a handy way of keeping track of the government shutdown and related news on Twitter, follow @Govt_Shutdown
1.43pm: Federal employees have been told not to even turn on their Blackberries if there is a government shutdown, according to the National Journal:
White House staffers face the threat of up to two years in jail if they use their work-issue BlackBerries during a government shutdown, sources told National Journal.
Staffers have reportedly been "read the riot act," warned not to use the devices. "People are VERY clear on not using BlackBerries [if they're nonexempted] after a shutdown," one source said, speaking on condition of anonymity in discussing an internal White House matter with the press. "Same with nonexempted [employees] using their personal BlackBerries [for government work]. Total nonstarter."
On the plus side, it might be possible to work on the sidewalk in Washington DC without having to dodge the "Blackberry blind" pedestrians going to and from work.
1.28pm: The list of government agencies that will be disabled by the government shutdown is a long one, and reaches deep within the US economy and American society. The New York Times reports:
Among the people anxiously waiting to hear if Congress can reach a budget deal are front desk clerks at the Ahwahnee Hotel in Yosemite National Park, manufacturing executives whose companies supply goods to federal agencies, bank loan officers who make mortgages guaranteed by the Federal Housing Administration and Wall Street analysts who depend on a steady flow of government data.
Some things will continue. Medicare and Medicaid services – the main source of healthcare for the elderly and the poor – receive mandatory funding, so they will be unaffected by the shutdown.
1.20pm: Here's the latest summary of how negotiations are proceedingbetween Congress and the White House, from my colleague Ewen Macaskill in Washington:
Obama, after a late-night meeting at the White House with Boehner and the Senate leader, Harry Reid, sounded optimistic that a deal could be reached. He said staff from both sides would work through the night to bridge the remaining differences. "I am not prepared to express wild optimism," the president said. "But I think we are further along today than we were yesterday." He is expecting an early answer from the Republicans to prevent the steps necessary to impose a shutdown being put into action.
The Democrats said agreement had been reached on about 70% of the issues. A senior Democrat in the House, Steny Hoyer, told NBC "there's no deal yet, unfortunately". He said he was embarrassed about the country being on the brink of a shutdown, but "you can't negotiate on the basis that one side gives 100% and the other gives zero".
The Republicans want a cut in the federal deficit of $40bn (£24bn). The Democrats made a compromise offer of $34.5bn on Wednesday. The new sticking points are mainly the areas where the Republicans want cuts – abortion programmes and environmental protection – on which the Democrats refuse to give way.
1pm ET: In less than 11 hours from now the US government will lose its funding and effectively shut down – causing around 800,000 federal employees not deemed to be "essential" to take forced unpaid leave with an uncertain end date.
By refusing to pass a bill allowing the federal government to be funded, the Republican dominated House of Representatives is forcing a showdown with the White House and Barack Obama. If the shutdown occurs, Washington DC will grind to a halt and the full panoply of modern government services, from national parks to passport applications, will be closed for the time being.
America's armed forces and other parts of the country's infrastructure will continue to earn wages, although how they will actually be paid them is another matter.
In 1995-96, a similar battle between Democratic president and Republican speaker of the House of Representatives Newt Gingrich saw the government shutdown as the Republican majority choked off its funds. But the move backfired on Gingrich – and helped Clinton sail to re-election as president later that year.
Will history repeat itself? As the clock ticks closer to midnight, where is Jack Bauer when America needs him?

Planned Parenthood

Planned Parenthood
The elimination of more than $300 million in federal funding for women's health care centers, including Planned Parenthood, may well force a government shutdown at midnight tonight.
Republicans want to zero out Title X, a program implemented under Republican President Richard Nixon in 1970 to provide contraceptives, cancer screenings, and pregnancy and sexually transmitted disease testing at community health centers across the country.
Conservative lawmakers say the money indirectly subsidizes abortions, despite the fact that the federal Hyde Amendment expressly prohibits such use of taxpayer funds.
Sen. John Kyl, R-Ariz., repeated a Republican argument today that abortions are "well over 90 percent of what Planned Parenthood does."
Planned Parenthood is the nation's largest abortion provider, but it issued a fact sheet today stating that more than 90 percent of its health care services are preventive, not abortions. It receives about $70 million of Title X funding, and the company says none of the funds are used to fund abortions.
"It's an outrage to shut down the government over an extreme proposal that would deny millions of women Pap tests, breast cancer screenings and birth control," said Planned Parenthood president Cecile Richards.
Richards said the company's 4,500 clinics serve an estimated 5 million low income women every year.
Democrats say Republicans are on an extremist crusade to put a "bulls eye on women in America" and undermine essential preventive health care services for millions of low-income women that rely on Planned Parenthood and other non-related centers every day.
"We are not – we are not! – bending on women's health," Senate Majority Leader Harry Reid said today.
"This has no impact on the budget. It has no impact on the deficit or the debt," said Maryland Sen. Barbara Mikulski. "Where we will not go is eliminating the health care for women. Make no mistake, this entire debate has involved throwing women and children under the bus."
Mikulski and 40 fellow Senate Democrats have vowed to filibuster any budget deal that includes elilmination of Title X.
While much of the rhetoric has centered on abortion and Planned Parenthood, many smaller, religiously-affiliated health centers will also be impacted by the cuts.
We don't perform abortions, but we'll be hit hard, too," said Jim Mangia, executive director of the St. John's Well Child and Family Center in south Los Angeles. "They're cutting people's ability to plan their families and get access to primary care."
Mangia said his center receives about $700,000 annually through Title X grants to provide reproductive health care testing and education to more than 50,000 patients in a low-income area of Los Angeles. The center is affliated with the Episcopal Church.
"It's going to hamper what we do greatly," said Rich Hill, executive director of the Our Saviour Center in El Monte, Calif., which received $79,000 a year under Title X. "We'd have to layoff two staff members immediately. And it will hurt our services. These people are desperate, and we're the alternative in California to expensive emergency room care."
But many Republicans say they're willing to take a stand on the Title X rider or any number of other controversial measures, eager to appeal to their conservative base while also achieving greater budget savings.
"This is a red herring to say that somehow the government is going to be shut down over the fact that Planned Parenthood won't get a $300 million gift from the taxpayers of America would be absolutely irresponsible," said Kyl. "If that's what the Majority Leader is saying, it is irresponsible."
"Planned Parenthood is a private non-profit organization that should be sustaining itself, and their corporate business model relies on abortions," said New Hampshire Republican Sen. Kelly Ayotte in an interview posted on the Susan B. Anthony List website.
"Abortion yields 37 percent of all Planned Parenthood revenues by conservative estimates," she said. "I don't think it's appropriate to provide taxpayer dollars."

Government Shut Down

Government Shut Down
New polling on a government shutdown:
• Forty-two percent would blame President Obama or the Democrats in Congress and 37 percent the Republicans in Congress in the event of a shutdown reports a new NBC News/Wall Street Journal poll. But most (76 percent) said an agreement would be reached, according the poll that ended April 4. Democrats and independents prefer a compromise on the budget by 71 to 23 percent. Republicans would rather their party leaders “stick to their positions” by 56 to 38 percent.
• A Gallup poll finds similar results on the compromise question; over six in 10 Democrats and independents prefer a compromise budget plan, but a bare majority of Republicans want their representatives to “hold out for the basic budget plan they want, even if it means the government shuts down.” By a seven-point margin, more people in the one-night poll (April 5) see Obama and the Democrats doing a better job than Republicans in the current negotiations, by 41 to 34 percent.
• The public splits 45 to 42 percent between trusting Obama or the Republicans in making the right cuts in government spending “to make a difference in the budget deficit” in a new Fox News poll. That closely tracks a Washington Post-ABC News poll from mid-March which found 43 percent trusting Obama and 42 percent the Republicans on balacing cuts and keeping necessary spending. Also in the Fox poll, by 62 to 26 percent people would vote to not raise the debt limit and cause a shutdown if they were in Congress.
• “Blame” for a shutdown may not be the right frame of reference. According to March polling from the Washington Post and ABC News, asreported by Gary Langer, 31 percent would consider a shutdown a “good thing,” rising to 55 percent among tea party supporters.
2012 and Obama:
• NBC/WSJ on GOP 2012 – Mitt Romney, Mike Huckabee and Donald Trump top the field among potential Republican primary voters nationally.
• Quinnipiac Florida poll – Tough going for Obama among Florida registered voters; less than majority approval, a tight race against a generic GOP candidate and a slim majority says he doesn’t deserve re-election.
• Gallup on Obama approval – In combined daily tracking for March, Obama’s job approval among African America’s moves to 85 percent, a new low. Among Hispanics, 54 percent approve, matching his low, and he holds steady among whites at 39 percent. Approval ratings from Pew and NBC/WSJ finds Obama at 92 and 88 percent each among African Americans.
Other new data:
• Fox News on Libya – 62 percent oppose the U.S. military “getting involved with the situation in Libya,” little changed from mid-March.
• Pew weekly news interest – Increasing numbers are hearing bad news about gas prices and prices for food and consumer goods. But there’s been a sharp drop in people hearing bad news about the job situation.

Donald Trump For President

Donald Trump
Donald Trump has gone on record criticizing the way America is being run on his road to possible presidential candidacy, but the outspoken creator of "The Apprentice" is engaging another issue that he feels is just as imperative; President Barack Obama's place of birth.
Trump was with Meredith Vieira on the "Today" show this morning and said bluntly that he doesn't believe President Barack Obama was born in the United States, despite his camp advising him to move on to other topics.
"Three weeks ago before he started, I thought he was born in the country and now I have a much bigger doubt," the real estate mogul said emphatically. "His grandmother in Kenya says he was born in Kenya and witnessed the birth, okay?"
Trump and Vieira virtually have a stand off on the subject as he states Obama's certificate of live birth is "not even close" to being an equivalent of a U.S. birth certificate that the "Today" host mentions.
In the end, Trump declares that he hopes Obama can add some validity to his residence status with an authentic birth certificate. Until then however, the "Celebrity Apprentice" star made one glaring proclamation.
"I hope he can [show his birth certificate]. If not, then he's pulled one of the greatest cons in the history of politics."
